the originally declared intention of the United States Govem- ment it did not occur to us that at mashington any difficulty oculd arise over this. in view howc ver of the communication recently made to the Netherland Govenment by the tute Department we have now infomed the Dutch Hini ater here that we cannot pledge the united States Goverment in any way but that we are prepared to use our good offices with them to induce them to give similar guarantee, we however have also intimated that we anticipate that Goverment of the United States will make it a condition that the claim to the 13 ships already requisitioned will be dropped. The question is 30 important that we trust eanestly the United States will support us on insisting on this condition if and when approached by the Netherland Govemment. From the Netherland Kinister_ We gather that this condition is not likely to meet with serious

opposition.
